EXPENDITURE ON ARMY AND SHIPPING. (By Cable—Press Association—Copyright.) (Beuter's Telegrams.) (Received July 9th, 1.25 a.m.) BERLIN, July.O. The Reichstag sanctioned the expenditure of 850,000,000 marks for tlw> maintenance of an army 100,000 strong. It was further announced that 195,000,000 marks had been ear-mark-ed for tho construction of merchant shipping and shipping yards. The latter will receive building subsidies according to the progress of construction. The Reichstag rejected by 313 votes to 64, a vote of no-confidence, moved bv ■ the Independent Socialists, and adopted bv 253 votes to 62 a motion approving the Chancellor's declaration of policy. Fifty-four members did not vote on tho latter motion.
