Germany will shortly surrender fifty submarines, which were unseaworthy or unfinished when the others were surrendered. FRENCH BRIDGE ACROSS THE RHINE. (Received December 27th, 7.30 p.m.) PARIS, December 23. Tho first French bridge constructed over the Rhine was completed on Friday. It is situated between Nierstein and Oppenheim, is 320 metres in length, and was finished in five hours. RESPONSIBILITY FOR THE WAR. LONDON, December 23. The "Daily News" Berlin correspondent interviewed Herr Koutsy, whose report on the official archives shows that the responsibility for the war rests in the following order: —The ex-Kaiser, the ex-Crown Prince, Ludendorff, Tirpitz, the industrial magnates, and the pan-Germans. Owing to the Hungarian Government's failure to agree with the Czech | military representatives, Budapest newspapers report that the Entente High Command has fixed a new line of demarcation in Upper Hungary, to ■which the Czechs may advance. This lies within thirty kilometres of Budapest, the capital of Hungary.
