A recent Allied "aide memoire" to the Chinese Government had a remarkable effect. At a meeting of the Cabinet the President read a telegram from the Canton Government, proposing a Peace Conference at Shanghai. Tua-chi-Yui, the leader of tho Militarists, agreed that internal peace ought to be restored. Tho Cabinet unanimously resolved to arrange a conference immediately with a view—to securing a cessation of strife between North and South China by the Allies.
