MELBOURNE. May 22. The Federal Cabinet has decided that it cnnnot accede to the request that the guarantee for the 1918-19 wheat harvest should bo increased i'rom 4s to 4a 4d, as recommended by the Premiers' Conference, and that a guarantee should bo given for the 1919-20 crop.

Ca .met will consider the possibility of a special session being called to deal with the matter.
