LONDON, May 14. , The War Office announces the award of a special certificate of honour, to be called the Icing's oil disoharge to all ranks except olficers, of the Army, the Navy, and the Air Force, discharged through, wounds, disabilities incurred on active service, or through other enemy action. A second certificate 'Of discharge will be awarded where the recipients of the first voluntarily re-enlist, and are discharged. , Thy Dominion authorities will ishuc a certificate to former members of the Australian, Canadian, and New, Zealand Naval Forces, and the AccountantGeneral of the Navy to members of the Malta, Newfoundland, and General Naval Reserve.

The House of Commons read a second time the Soldiers' Small Holding* I Bill, providing for the purchase of 60,000 acres of land in England and 20j000 acres in Scotland, for discharged soldiers after the war. THE EMIGRATION PROBLEM. (Australian and N.Z. Cable Association.) LONDON, May 14. Mr Long's Bill, dealing with emigration, provides for the issue of passage bookers' licenses, under a bond of £2500. It prohibits them from receiving commission or remuneration from intending passengers, and forbids them to supply information relating to emigration! except that supplied by Government Departments or overseas Governments. It also prohibits emigration societies from supplying information without the central autnox-ity's approval.
