LABOUR AND CONSCRIPTION

LONDON, May 10. A manifesto of the Joint jExecutivo of the Trades Union Congress anil the Labour Tarty appeals to. the Government to xefrain Irom bringing in conscription in Ireland, at least until the Irish Parliament is fully m existance. THE IRISH COMMAND. LOiST>ON, May 10. General Mahon, at a meeting of soldiers and sailors in Dublin, announced, his resignation of the Irisn command. The "Daily Chronicle" attributes the resignation to the situation arising from conscription, and says: ' His removal renders the Irish storm cloud appreciably blacker." The "Daily News" says that it is understood that General Shaw will succeed General Mahon, who has not resigned, but has relinquished his command owing to military changes in Ireland
THE NATIONALISTS' ATTITUDE
("The Times.") (Received May 12th, 5.5 p.m.) LONDON, May 11
The Dublin correspondent of "The Times" says that the Nationalists intend to absent themselves from th* Homo Rule debate in the House of Commons despite Mr Dillon's statements as to the importance of the Nationalists' Parliamentary work.
The Dublin Mansion House Committee now controls the party, and Mr Dillon and Mr Devlin are in a hopeless minority.*
The Nationalist Press assumes that General Mahon's retirement is due to unwillingness to enforce conscription in Belfast.
