Advices to the State Department say that Germany is considering the reduction of the meat ration from 200 grammes to 150 grammes weekly. Tho Ukrainian cities are near starvation point. GERMAN VIEW*OF ZEEBRUGGE RAID. (Router's TelegTams.) AMSTERDAM, May 7. The "Frankfurter Zeitung," commenting on the Zeebrugge raid, says it is foolish to deny that tho British Fleet scored a great success; penetrating one of the most important strongholds over which floats the German flag. "There is no reason," it says, "why we should not achieve a similar feat at some other time. It behoves our naval command to be alert."

LONDON, May 7. Tho Austrian-Germans are demanding administrative changes, giving them excessive influence over the machinery of the Goyernment of Austria, which tho Czechs consider an obstacle to their demands for the political independence of Bohemia.
The action of Ritter von Seidler, Premier of Austria, in yielding to the Germans, lias infuriated the Czechs, who threaten to revolt.
BERNE, May 7. It is reported that Rittor von Seidler has ordered the prosecution of the organisers of a demonstration in Prague in favour of tho creation of a CzechSlovak State. A great uproar in Prague resulted _ in 100,000 Czechs signing a declaration welcoming tho prosecution and declaring their solidarity. Tho German Press is urging military action against the Czechs. (Received Mav 9th, 12.10 a.m.) WASHINGTON, May 7. Diplomatic advices state that three members of the Austrian Cabinet, Herr Horbashewski, and Counts Tarvacaaand Zogler, have resigned.
