GERMANY AND THE UKRAINE.

PETRGGRAD, May 7

The revolt against Gorman domination in the Ukraine is so strong that the Rada even lost tho support of the bourgeoisie. Anti-German feeling has shown itself in the difficulties of corn collection. Small bands of revolutionaries seized the wholo of the corn trains going to Germany, and sporadic peasant- risings make it unsafe for Germans to move except in considerable numbers.

The Germans who established the pro-German Government in Ukraine categorically refuse to stop the military operations in Ukraine. It is announced that the Germans have disarmed the Ukrainian divisions.

A great portion of tho Black Sea Fleet has returned to Odessa, and is now placed at tho disposal of tho proGerman Ukrainian Government.

Tho German Government has lodged a protest with the Russian Government against the Bolshevist agitation among German war prisoners, as a. violation of the Brest Litovsk treaty. (Reuter's Telegrams.) MOSCOW, May 7. The Ukrainian Government lias sent Berlin a note of protest, indicating that it will resign unless tho German Government recalls several officials, including the military commander, von Eichorn, and the Ambassador, Sclnvarzenstein.

Dr. Harold Williams, in an article in the "Daily Chronicle," &ays that from what ho knows of the personnel of tjie new Ukraine Government, it is distinctly anti-German, and is trying to make the best of a bad job. Dr. Williams says that Skoropadski is a soldier, and is wholly innocent of politics. The new Premier, Vasilenko, is a Cadet, and is convinced of the necessity of union with Russia.

A Russian wireless message states that an armistice was concluded on

March 4th, on the Kursk front, between tho Germans, Ukrainians, and Russians, pending peace negotiations. A neutral zone ten kilometres deep was defined."

Hotman Skoropadski has issued a manifesto proclaiming himself Hetman of all tho Ukraine. Ho states that tho Central Powers will continue to fight for the Ukraine's security. Tho manifesto dissolves tho Rnda and peasant committees, annuls all the Rada's and Russian decrees, and dismisses all Ministers and Under-Secre-tarios.
