The Austrian Socialist delegation to Stockholm has issued a statement asserting that the Austrians want peaco without annexations or compensation, silso the independence of Belgium, Serbia, Montenegro, Finland, and Russian Poland. They state that the settlement of tho Balkan problems must be left to tho populations of the countries concerned.
