Cable Asaocifction.l LONDON, D—omber 17 In speaking at Batley, Mr Walter Runcinian, luu; President of the Board of Trade, referring to the submarine menace, said that among the decisions come to last August was that the producing of armaments for the defence of merchantmen should bo given first place, and doubtless that decision would not bo interfered with by the new Government. The armament of merchantmen brought risks. Captain BLvikic was imperilled becauso ho had the courage to use his defence according to international law. This our enemies denied, saying that a captain was guilty unless he was a member of his Majesty's forces. If there was any doubt about that, Mr Runeiman saw no objection to a certain number o? merchantment being put in commission to enable the status of their captains to be placed on a clear footing.
