The Reichstag discussed complaints jis to the potato .supply. Herr von H.utocki, Director of Food Supplies, admitted that the forthcoming crop would be unfavourable, and had been previously over-estimated. LIFE OF THE REICHSTAG. AMSTERDAM, October 13. The life of the Reichstag, which it was yesterday stated had been prorogued, has been prolonged for three months.

LONDON. October 13. After hearing Vice-AdmiraP ? Kirchapp a crowded meeting at Plauen in Saxony passed a resolution that England must bo speedily punished by the deprivation of foodstuffs and raw materials, and the destruction of important buildings-
In the House of Parliament of Saxony tho Minister of the Interior, referring to the food question, said: — "Although we can hold out it should he publicly admitted that we are confronted with the prospect of a bad winter."

BELATED DIPLOMACY. NEW YORK, October 13. The. Berlin correspondent of the "New York Times" says tha.t Herr Spahn, leader of the Catholic Centro Party, sneaking in the Reichstag on October 11th, declared: "If it is said that the opening of the Dardanelles is the paramount question for Russia, I am in a nasition to state that Germany and Austria-Hungary were prepared to discuss this question witjj Russia many years ago."

The Budget Committee of the Reichstag adopted the Centre Party's resolution recommending the making of agreements through neutrals for the improvement the condition of prisoners, the abolition of reprisals, and the repatriation of all civilians who undertake not to enlist. FREE FROM RUHLEBEN. AMSTERDAM, October 13. It was announced in the Reichstag that 600 British prisoners over the age of 45 are shortly quitting Ruhleben for England.
