Burgoyne, W. Millar, . E - Peek, H. F. Herbert, J. R. Hayward t J. Reynolds, W. H. .Cooper, D. Sulli van. J RIVER AVON IMPIfOVEMENTS. The Christ-church Drainage Boan 1 wrote -stating that before, any altera tions in the way ot improvements to th< " liver Avon, otner than tnose suggestec '■ in the joint report, wore carried out it would be necessary for this .Counci to give the Board a letter of indemnity 1 against any claim r.iiat migtu- bo rnatu on account of alleged damage throiigl : soakage or otherwise. The Mayor explained that he hac moved, at tlie Drainage Board meeting, and it had been carried, that the City Council should cairy out the worl recommended in the report. Permis siou had also been obtained to erect i temporary dam above Rhododcndror Island to see the effect of the proposals With, regard to the letter of indemnification, lie knew no more than the Councii, and he bad been surprised at the demand from the Board. Cr. Otiey said he. thought the Boarr was yuito justified in asking for indemnification. The chairman of th< Board wished to protect his Board froir the result of the experiment, and the ■Council was x he right body to undertake that responsibility. During the time that a dam had been in the rivei in the proposed locality,, there had nol been a dry cellar in Christchurch. There was a risk, and he thought the Board should aot be the body to take the risk. The Mayor said what ho objected tc was that the Board had already agreed to the project. The Board's engineer had been there with the Council representatives, and had fully approved of the scheme. Now the Board seemed to wish to hack out of their agreement. Cr. Sullivan and others upheld the Mayor's contention, and Cr. Cooper said, go. far as ho could see, the communication was not official, and he moved that it lay on the table. Tha Mayor laid the communication certainly did not seom to be official. He thought the Council could go on with the work, at any rate until the Board rescinded its resolution. He moved that the letter be received, and that the work be gone on with in the meantime. The Mayor's amendment was carried. THE WAR MEETING. Messrs W. H. Winsor and R. Nightingale spoke ior the deputation,' and pointed out that in their opinion the charges were not only unfair but against the best interests of the city's progreasivencss. They contended that the charges were excessive, and said that they would be prepared to favourably consider a charge more in line with the Dunedin rates—viz. 5s per street per month'.
