A Bill ha s "been introduced in Parliament authorising the calling up of the 1917 class of recruits, if necessary. PROTECTING THE FRONTIER. A ROTTERDAM REPORT. (Received April 9th, 5.5 p.m.) LONDON, Aprii 8. The Rotterdam correspondent of the "Daily Mail," after doscrfbing the alleged preparations for a German offensive in Belgium, says the Dutch authorities have sent a strong army to the border of Flanders, in case the Allies turn the German light flank, in which case Dutch neutrality- -would be in danger of violation by the German re-trcr-t.
