Notice of motion given by Professor Maxwell Walker (Auckland) to tho effect that weighted bowls, as per sample submitted, be adopted, was considered, and after Uie motion warn agreed to. With refcrenco to Mr Helliwell s motion, that certificates bo presented to runners-up in tho recent tournament, Mr Helliwell, in moving his motion, said that notwithstanding tho decision of tho Council to decline to issue certificates to others than first pripe winners, it certainly ought to be taken into serious consideration that the circumstances controlling the recent Dominion Tournament were entirely different from tlioso operating ill previous years. In this case it wis lin " doubtertly one where circumstances ait?red cases. In previous years moneys were always allocated to provide trophies for first, second, and third prizo winners, in addition to which the first prize winners only received certificates. Beforo the recent tournament, and owing to war conditions, it was doubtful whether it would be wise to hold a bowling tournament, but after it was made clear that tho bowlers generally were men of mature years, and largely ineligible for active service, it was decided that tho opportunity was one where advantage might bo taken to isise money for patriotic purposes, and. therefore, the tournament was held, but trophy prizes were cut out altogether, certificates only being provided for tho winners. The phrase, "to give certificates to tho winners,"' was one which he contended was never meant to be interpreted to apply to the recent tournament, nor to comply with the Council's recorded decision that official certificates must go to first prize winners only, and lie went so far as to say that if this intention had been in ado clear at the time tho matter wa s under discussion, it would never havo been agreed In any case, the decision of the Council to issue ccrtificatss to first prize winners only was unfair, and clashed with the practice controlling sfich matters in amateur athletics, it being well known that official recognition was alway s given to tho runners-lip. Therefore, in his opinion, it was certainly n most unjust tiling that the trains which ran into 'second place in tho Rink and Doubles Competition:; for the Championship of Xcw Zealand should bo denied the privilogo of reeeivintr eome official recognition of their splendid efforts.,
