To construct such harbour works and other improvements a« may be deemed advisable in the Harbour and River of "Waimakariri. 2. To purchase, maintain, repair, and alter, etc.. tugs and dredges. 3. To construct and crect wharves, cranes, sheds, training walls, and other works and appliances. 4. To borrow by way of Special Loan Tip 13 the sum of i-oOjOfM) at a maximum Interest- of G per cent., subject to the consent of the ratepayers. 5. To constitute a rating arec, to prepare rolls of ratepayers, and to levy rates in such area, such Tating area to comprise all the land included in the following districts, namely, the lato Mandevillo and Rangiora Road Board District, the late Eyreton Road Board District, and the Borough of Kaiapoi.
