The ' formation of tho Dudley street Exten--1 sion had l>ecn completed and shingled, land Walsall street had also been shingled. The formation of the Stafford street extension had been - completed, and tho work of metalling was now in hand. The formation of a- footpath on the east side of Dean's avenue from lliccarton road to Moorhouse avenue was liow in hand. —Adopted. The Christclmrch Domain Board requested that the Council remit . the balance of tbo levy for the current year.—Referred to the Finance Committee. The secretary of the Suburban Counties' Queen Committee wrote stating that a meeting of the section would bo held on tho 18th inst.—Received, and i Or. Hampton was deputed to attend, j A circular-letter was received from ' the Greymouth Borough Council containing a copy of, and asking the Council to endorse, their recent resolution in regard to requesting tho Government to publish a list of those who, according to the recent returns of the National Registration, had refused to act in any capacity in connexion with the war. The honorary secretary of the Citizens' Defence Corps wrote, forwarding a resolution passed at a recent meeting, asking the Government to adopt conscription, and suggesting, that meetings should be held at the earliest opportunity to test public opinion on the question. Cr. Wise remarked that he was at the meeting in question when the resolution was passed. He thought that conscription was tho fairest-;., way to get the men. He was satisfied that if conscription had been introduced at tho outbreak of the present hostilities, the war would have been over before now. Ho moved that the Riccarton Borough Council endorse the policy of the C.D.C. In seconding the motion. Cr. Hampton endorsed Cr. Wise's'remarks. He also thought that conscription was the fairest way to get men. If England had been on the same military footing as Germany, she would have settled the dispute long ago. He did not see why a large proportion of our men should, because they were willing, do more than their share, s° that others could stay at home and reap the benefits. The motion was carried unanimouslyIn response to a letter from tho ■Council in regard to tho watering of roads, the Tramway Board wrote stating that enquiries showed that all the • water possible was being out on with- ; out going back to the water depot for a refill. This latter would mean nearly double the expense to the Council, ow- ! in<r to increased mileage. The letter j was received and referred to the Works j Committee. | A discussion in regard to the renewal ! of dog licenses resulted in a resolution i that the amounts payable should be as heretofore, namely, 2s Gd for sheep and cattle dogs, and 10s for other dogs. WOOLSTON. The . Woolston Borough Council met last night. Present:—The Mayor (Mr J. J. Graham) and Crs. L. M. Hart,- C. Hill. G. Lilley, Wm. Fuller, iJ. C. Hobson, and J. i>. Richardson, j The Electricity Committee recom--5 mended the purchase of a section m Sylvester street for £7o; that the charges for wiring private houses be 3J per cent, on the cost. —Adopted. The appointment of a foreman to , the engineer was left in the hands of the engineer. The application of -Mr Mathers for light was deferred till current was available. The Works Committee recommended that. Portman street be top dressed at a cost of £6, Wildberry street at a cost of £9, aucl Ensor's road at a cost of £29, and that the Woolston tanneries be written to requesting them to fill in the tramline. —Adopted.

The Health Department was requested to give an opinion on the septic tank at the Jurtilee Home.

The Mayor reported that he had interviewed -Mr G. Scotfc with reference to the subway between Opawa and Woolston, and the Heathcote County Council would discuss the matter. He had also seen the Heathcote County chairman in regard to the smoke nuisance from the cleaning sheds, and iu was considered that the Minister of .Railways should be interviewed in the matter. Permission -was granted Messrs Brown and Ballantyne to continuo using a small kiln in Woolston for the purpose of making insulators. LYTTELTON. The Lyttelton Borough Council met last night. Present: Mr W. Radcliffo (Mayor), and Crs. J. T. Norton, \V. T. Foster, J. R. AVcbb, T. Hempstalk. It was decided to increase to £o os the expenses of a delegate from the local Fire Brigade to the forthcoming Fire Brigades' conference at Greymouth. On tho motion oi' Cr. T. Hempstalk the Works Committee wore asked to report upon the condition of the house occupied by the carctakcr at Diamond Harbour. A requisition signed by nine residents asking that tho Council should enquire into the question of what amount of water was availablo in West Lyttelton in tli© event of fire was referred to the Fire Prevention Committee. A letter was received from a local taxi-cab proprietor, suggesting that a schedule of fares should be issued by the Council,.and aisb some regulations for tho benefit of motor traffic.—Referred to the By-law and Legal Committee. Reporting on the matter of constructing a boat landing in Purau Bay, on the east side of Diamond Harbour, the "Works Committee statejl that as 'the work would have to include a track and approach, costing at least £100, they did not consider such an expenditure justified, and therefore bad no recommendation to make.—Adopted..

Chapman, of Wellington, for permission to ercct a week-end "batch" on a sectiou in the Britannia Estate, North Brighton, was refused. ] t was decided to pay the Christchurch Domain Board the balance of the levy due. An application from L. W. Bevan, to re-erect two buildings brought from "NYainoni Park, on his property, in Sea View road, was refused. The secretary of the Board of Education stated that, the site to be leased to the Board for the purposes of. a school, at North Brighton, had been inspected, and the Board asked for permission to erect a temporary building on tho site. —Granted. . Mr H. Hucks's application to make additions to his cottage at North. Brighton was refused. The treasurer's report was as follows : —Receipts i'oo9 ISs 3d, expenditure £"281 4s 2d. bank balance, debit, £31 Bs, deposits, debit, £1942 16s. Five building permits had been granted, of a total value of £-310, making a grand total of 74 granted to date, with an aggregate value of £9iSo.
