The Government is moving large bodies of troops- to strategic points, with the object- of isolating the province of Yunnan and preventing tho rebellious movement from spreading. to tho adjoining provinces. Serious tfevelopments are possible from Taiao. who is a strong character, and possessed of great influence in Yunnan, where he has an army of 30,000 men, and ampld supplies of arms. He has also been promised substantial financial support. . The mountains give him security from attack during the winter, and thereforo Yuan-Shih-Kai is attempting to isolate him and negotiate for his surrender. Meanwhile, of the provinces of Szcchuan, Kwantung, and Kwei-, chow, which are notoriously antiYuan, Kwantung is garrisoned with Yunnanese troops. The Government has 250,000 soldiers who are reputed to be loyal in the Yangtso region, eagerly awaiting the Imperial largesse. The arrival of considerable forces at Shanghai lias restored confidence. Trade is brisk, but the manarchical proposal has revivified the revolution,ary elements. Tho future is dependent upon developments in the South.
