JAPAN AND CHINA.
IMPORTANT DEMANDS CONCEDED.
PEKING. April 1. China has agreed to grant Japan mining rights in the Afukdcn province and preferential rights of railway construction in Southern Alanchuria, also to employ Japanese police. China undertakes not to pledge the taxes in Southern Alanchuria as secure for foreign loans. Japanese will bo frco to reside on their own land and trade freely in Southern Manchuria, C'TintaW'' nnd "Sydnpv Sttn" ■ Scrvic—."l LONDON. April 1. The Peking correspondent of "Tlie Times" says an agreement has been initialled by China according Japan the right to select and operate nine mine arcus in Southern Manchuria. After considerable discussion no conclusion was reached on the stormy question of tho right of settlement in Manchuria. Uncertainty and anxiety continues because of tho serious demands affecting Chineso sovereign rights, also the question of equal opportunity for foreigners, which is unsettled.
