("Time*" acd "Sydney Sun" Service* ) LONDON. March 3. A Washington correspondent telegraphs that the Allies' i>!an of retaliation for the German blockade has been submitted to the State Department in tho form of a Joint Note. It makes it clear that while the Allies do not pro-
pose to copy German methods of piracy and murder it will be impossible for them to maintain the traditional rules of maritime warfare.
