The Washington correspondent of "The Times" states that German propagandists aro intriguing to get Congress "to forbid tho export of war eupplies to the Allies and get tho Government to purchase interned steamers. Above all, they are seeking to create an Anglo-American tension orer the problems confronting the two nations.
