"The Times," in a leader says that Russians do not hesitate to say thatGerman generalship has broken down, and that German strategy is so bookish that it- has everywhere failed to survive practical tests. Tho Prussian arrogance is revealed in all German movements, gradually producing tlie worst disaster which has ever overtaken a great Empire.
