It provides for the appointment of a General Council of Education, constituted as follows:— Tho Director of Education, who shall be chairman. Tho Assistant-Director of Education, who shall bo chairman in the abscnco of the Director. Ono other officer of the Education Department appointed by tho Minister. Two members elected by the members of the Education Boards in • __ the North Island. Two members elected by the members of the Education Boards in the South Island. One member elected by certificated male teachers of public schools in the North Island. Ono member elected by certificated malo teachers of public schools in tho South Island. Ono member elected by tho male t. achers in secondary- and technical schools. Ono member elected by certificated women teacher, of public school, in tho North Island. One member elected by certificated women teachers of public schools in the South Island. One member elected by tho women teachers of secondary and technical schools. Ono member of tho University of New Zealand appointed by the Senate. Three members appointed by th . 3!inister, namely, two to represent industrial interests (one of whom shall represent agriculture; and one (a woman) to represent, the interests of the education oi girls*. The Council shall meet annually in tho month of June and at sneh other times as the - linister may direct. It shall bo tho duty of the Council to report to tho Minister:—----(a) Upon methods or developments ill national education which, in its opinion, it is do.irablo to introduce into New Zealand. (b) Upon any matters e<- -.<•■; the provision of facilities for education in New Zealand, or in any district thereof, and upon the co-ordination of the work carried on by tho various bodies con- ' trolling education. (c) Upon any other matters in connexion with education referred to it by the Minister. DISTRICT COUNCUiS. The Minister may constitute district councils for such period as is deemed fit, to report upon such matter., relating to education in a district as he may refer to it, Tho District Council shall consist of five or moro members, as follows: — The Director of Education or any other officer of tho Education Department appointed for that purpose by tho Minister, who shall be chairman. A member of the General Council of Education appointed by the Education Board of tho district. Tho senior inspector of tho district A member of the General Council appointed by the Minister to represent tho teachers of public schools of the islaud in which the district is situated. One or more other persons appointed by the Minister, namely, a representative of an urban school district, or a representative of teachers of secondary and technical schools, or any other person. The Minister shall make such grants for school aud class libraries out of funds appropriated by Parliament therefor as are prescribed by regulations. These giants may include a capital payment for every child in yearly average attendance, and subsidies on amounts raised in the school district for such libraries. INSPECTORS. There shall be resident in each Education District ono senior inspector, and such other inspectors as the Minister shall direct. The inspectors appointed by Education Boards under any former Education Act, and in office at the commencement of this Act, .hall, notwithstanding anything in the Public Service Act, 1912. or in any other Act, be deemed te be inspectors of the Education Department as if they had been appointed under this Act. NUMBER OF INSPECTORS IN EACH GRADE. (a) There shall bo not less than two nor more than five Chief inspectors. (b) There shall be not less than nine or more than fifteen Senior Inspectors, ono of whom shall bo resident in each Education District. (c) The number of .other inspectors shall be as the Governor may see fit. (d) Some of tho inspectors shall bo women. Tho grades of salaries payablo to head teachers are scheduled as follows: — Mini- Maximum, mum. A deduction of 10 per centum from the salary payablo in accordance with tlie* foregoing provisions shall be made in the case of every uncertificated head or sole teacher, and in the case of every uncertiheated assistant, and adeduction of -5 r-or centum in tho case of every assistant or head or sole teacher who is the

holder of a temporary certificate or license to teach. But if in any sucii case the said deduction would reduce the below £100 per annum, uo greater deduction shall be made than is sufficient to reduce the salary to £100.
