CHIEF AVHIP'S APPEAL TO MEMBERS.

Mr Percy llHngforth, Chief Liberal Whip, has sont a oonfideadal circular fo Liberal members, stating that the fato of the Bills tinder tho Parliament Act are at stake, and any diminution In the Liberal majority may encourage iho Opposition. -Mr Illingworth adds: "Tho circumstance, demand that no Liberal should do anything by speoch or action at this supremo mom_nt wlu'ch would weaken the Premier's hand when everything is at stake -for which generations of Liberals have laboured." .Many Liberals havo protested against the circular. Unionist critics, commenting on the circular, say it exhibits the anxiety, amounting almost to distress, with which tho Government is approaching the crisis of its fortunes.
