W r Russell pointed to the fact that Cabinet, without consulting Parliament, had increased the pay--of every man in the police-eer--/vice by J. 18 5 s per year. In order to sweeten the men, the Government had trampled upon the rights of tho Constitution. • Tho Hon. A. L. Hordman said that apparently Mr _ Russell opposed the meting out of justice to tbe men. In 1911 a previous Government had .increased tho pay of tho police by 6d per day. If tho Liberal Party did this, why did Mr Russell complain now. He (Mr Herdman) had found since taking office that if the State was to -get the best men into the ranks of the polico force, an increase in pay was advisable. Nothing unconstitutional -had been done. It was open to Mr Russell to move a reduction of tho police vote. Contentment prevailed in the force.
