SUGGESTIONS FOR SOLUTION.

Tho Unionist committee on industrial unrest, after two years' investigation, rocommends the creation of a Department of Labour under a Chief Commissioner, tho latter to be invested with power to intervene in caso of a strike and to appoint a Board of Conciliation; anyone breaking an agreement sanctioned by the Commissioner to lose tho certainty of a fixed wage. Legal sanction should bo given to masters' and workers' agreemehts in regard to wages, and a minimum wace should bo fixed for different kinds of Work.
