Poincare's visit to Russia in warned French statesmen that Russiay, military reforms, which havo already begun, depended on the maintenance of France's three jears' service law, , It is now known, iuasmuch as political and military problems are interdependent, that the Kussian Government might reconsider its attitude on many questions in the event of France repealing the law. M, Ribot is forming a Cabinet. He declares that the Government, iike its predecessors, must faithfully carry out the Act. His colleagues include M. Noulens and M. Viviani
M. Vivani's failure was due to his not finding colleagues who "were xinoEiniously in favour of the increase in the Period of military service from two to three years.
M. Peytral declined to form a Ministry, and M. Eibot has been invited to do so.
