Th© -Taglicbo Rundschau" says that Britain luis definitely rejected the request of Russia and Franco to join the Franco-Russian Naval Convention. Sir. Edward Groy intimated that tho Government desired, in deference to British sentiment, to maintain good relations with Germany and avoid any stop that might be regarded as directed against the latter.
