BERLIN, April 29. Herr yon Jagow (Minister of Foreign Affairs), addressing tho Budget Committee of tho Reichstag, admitted that "' there was an under-current of strained feeling between Russia arid Germany, though both Governments hoped to preserve the old friendly relations.
