SITTING OF APPEAL BOARD. CfRBSS ASSOCIATION TET.EGRAM.) DUNEDIX, March 19. The Railway Appeal Hoard sat at Dunedin this morning, Mr W. It. Ha-selden, S.M., presiding. George Burnett, senior clerk in the restrict Engineer's office, Dunedin, appealed against being superseded in the classification list for 1913 by the promotion of J. Young. Christchurch, to the position of laud officer at Wellington-
Appellant considered that by right cf seniority he should havo received tho first offer of promotion.
Evidence was given by James BurJ.ett (Chief Engineer for Sew Zealand), brother of appellant, who said ho had iceommended appellant generally for promotion, but not for tills particular appointment. Apj>ellant was of equal qualification with Young. , Witness drew the inference that his relationship .was a bar to the promotion of appellant to Kb land officer, such an appointment being directly under him. Tho Tolationship accounted for witness being chary of recommending Jus brother too strongly. 1 ,, . "VV. Maclean, Inspecting Engineer for the Dominion, and IT. Macandrcvr, District Engineer, expmssod tho oninion that Burnett was equally as capable as to carry out the'duties of land officer. The decision was reserved. Angus Cameron, engine-driver, Dunedin, appealed against being superseded by a junior for the position of depot chcrgemnn. Appellant stated that a locomotivo foreman, fiineo superannuated, had informed him (appellant) that ho had recommended him for promotion. Mr 11. Davidson, representing the Department, road two official report* from the locomotive foreman in question, who stated that Cameron had not sufficinnt control of tho men whon ho was foreman and washer-out in ihe engine sheds. Two other officers of the locomotive department stated that although appellant was an excellent en-gine-driver, he was unfitted by his temperament To exercise judicious control. Decision "was reserved.
