(Received March 16th. 9.55 p.m.) LONDON. March 16. The Navy Estimates include £80,972 as a first instalment towards the cost of the construction of ships to carry soaplanes. Ifc is stated that the planeearrier frill act as a mother ship to submarines, and aviators from it trill ecoui" and report -w-irelesßly for the purpose of directing the operations of submarines.
