("Times'' and "Sydney Sun"' Services.) TOKIO, March 15. The Lower House rejected the Senate's recommendation to reduce the Naval Estimates by £7,000,000. A joint conference of both Houses has been summoned. (Received March 16th, 10.40 p.m.) TOKIO, March 16. Following on a recent close examination by the Attorney-General regarding shipbuilding in England, Vice-Admiral Thurutaro Matsus has been arrested in connexion with the naval scandal. The party leaders in tho Upper House aro conferring on tho Premier's compromise in regard to the proposed reduction in the Naval Estimates. THE MISSING CODE-BOOK. LONDON, March 15. The "Daily Chronicle" says that agents of a foreign Power have been making many endeavours to obtain tho signal-codo and fire-control book. It has now been revealed that the missing code-book was stolen from the battleship Queen Mary. SEAPLANE SERVICE. (Received March 16th. 9.55 p.m.) LONDON. March 16. The Navy Estimates include £80,972 as a first instalment towards the cost of the construction of ships to carry seaplanes. It is stated that the planecarrier will act as a mother ship to submarines, and aviators from it will ecoui. and report -wirelosßly for the purpose of directing tho operations of submarines.
