General Carranza has informed the State Department that he will treat with American Consuls for the protection of foreigners, provided those countries invest American Consuls with power to do so. This would be tantamount to the recognition of Carranza's belligerency. General Carranza is snapping his fingers in President Wilson's face, but the policy of watchful waiting will be continued unless it is dramatically upset.
