Herr Sydow, Minister of Commerce and Industry, speaking in the Prussian Diet", after reiterating Herr Delbruck's remarks in the Reichstojj in January last, said that if other countries forced a revision of treaties, the question of a new tariff law would give -Germany a weapon to negotiate for new treaties to remove existing blemishes. The question was becoming a burning one, and the preliminary work was progressing to.enable Germany to face the situation. Herr Delbruck, in the Reichstag, said that the existing protective duties must be maintained. German agriculture, in particular, must keep the present protection. There was no occasion for Germany to denounce a,ny of the 1906 commercial treaties. ST. PETERSBURG, March i. A congress of exporters at Kieff resolved that it was necessary to liberate Russia from economic dependence on Germany. The present commercial treaty, the congress held, was humiliating.
