Mr Harcourt presided at the Empire Parliamentary Association's luncheon to tho Hon. D. F. Denhara, Premier of Queensland, and Air Arthur Myers, member for Auckland East in tho New Zealand Houso of Representatives, at the House of Commons. The Duke of Argyll. Lord Bryce. Lord Plunket. Sir Thoma-s Robinson, and many British M.P.'s and their wives, were present. Lord Emmott. in proposing the toast of "Our Guests." paid a tribute to Australia and New Zealand for tho reception accorded to British Parliamentarians. The travelers. Lord Emmott said, found the social legislation of tho Commonwealth and New Zealand eleeply intere_ting. and inspired by a dosiro to benefit the millions rather than thc millionaires. Mr. Denham advocated that the State Parliaments should be incorporated in the Parliamentary Association on the same terms as tho Commonwealth. Britishers often forgot that tho States had ..overcign rights. Mr Myers detailed the reproductive charactor of the New Zealand debt, and emphasised the popularity of the defence system. He explained the tendencies of the Dominion's social legislation. The .Duke of Argyll said that the Motherland should take hints from tho experience of the Dominions, "which," h© said, "in many aspects of democracy, are older than ourselves, and have given us a load in making patriotic sacrifices on behalf of defence."
