THE "SPECIALS."
HECKLING THE MAYOR,
Cr. Hunter enquired at the meeting of the City Council last nigat who was responsible for the special constables and the appointment ot Colonel Chaff 03.
The Mayor ruled the question out of order.
Cr. Hunter quoted a statement made by Colonel Chancy, in wnich the latter said he had been called on by the civic authorities to organise the force. He took it that the Council was the only body competent to do anything like that on behalf of the citizens. Tho Mayor said the Council was not responsible for what Colonel Chaffey said.
Cr. McCombs: Then Colonel Chaffey's statement is lrus'leadingr' The Mayor: I have nothing to do -with Colonel Chaffey's statement.
Cr. McCombs: Colonel Chaffey also said that the Mayor of Christchurch had asked him to organise the special constable camp at the show-grounds: a day or two later you said you had taken no action. Whoso statement is correct?
The Mayor ruled the wholo mattur quite out of order.
