Mr Davies, in his presidential addross to the Trade Union Congress at Manchester, dealing in general with labour and politics, said tliat thero were times when a strike should bo averted, even at somo sacrifice by the workers, as there wero times whon not to strike would be an act of cowardice. So comprehensive a measure ns national insurance needed to be constantly improved. Ho advocated a National State Act to securo adequate life assurances on lines similar to the maternity benefit, and realisable through approved societies at a trifling cost compared with privato companies.
