THE PRESIDENT'S ADDRESS. LONDON, September 1. Mr Davies, in his presidential addross to the Trade Union Congress at Manchester, dealing in general with labour and politics, said tliat thero were times when a strike should bo averted, even at somo sacrifice by the workers, as there wero times whon not to strike would be an act of cowardice. So comprehensive a measure ns national insurance needed to be constantly improved. Ho advocated a National State Act to securo adequate life assurances on lines similar to the maternity benefit, and realisable through approved societies at a trifling cost compared with privato companies.
