BOROUGH COUNCILS.

"NEW BRIGHTON. The fortnightly meeting of the New Brighton Borough Council was held on Monday evening. Present —Mr C. H. Winny and Crs. J. Ainger, F. Kibblewhite, O. Bergh. A. W, Owles, O. Israelson. and C. Withell. - The Council adjourned for a few minutes, out of respect to the memory of the lato Mr J. Glanville, who was formerly Mayor and a councillor of the borough. A motion of condolence was passed, members standing. The Works Committee recommended that the necessity for having the tramway poles painted should bo urged on tho Tramway Board. A letter from Mr R. Bayron, with plans enclosed, dealing with the evasion of tho building by-law, was referred to the By-laws Committee to deal with. The secretary of the local Beautifying Association asked for tho usual donation of £10 from the Council towards the Association's funds. The letter waa referred to tho Finance Committee. The secretary of the Christchurch Firo Board wrote in reply to .the Council's letter of the 12th inst., that the Board was willing to hiro to tho Council a horse chemical at. £1 per month. A letter from the Christchurch Drainage Board, dealing with the rates, was referred to the Finance Committee. It was decided that all outstanding rates should be at once sued for, and instructions tb that effect were given. RICCARTON. The Riccarton Borough Council met last ni~ht. Present—The Mayor (Mr .L Reynolds), Crs. XV. HelHwell, T. Waddell, A. Hampton, F. George,. J. Dempster, G. D. White, T. J. Stoics, and A. D. Ford. A letter was received from the Lyttelton Borough Council asking tho Council to appoint a delegate to the conference of local authorities to discuss tho question of sending a deputation to Wellington to urge tho Government to take in hand tho construction of a new road between Lyttelton and Christchurch.— Received. Regarding a letter from the Hospital and Charitable Aid Board, asking if tho Council was disposed to delegate its powers to thc Board for the purposes of sanitary inspection, tho Works Committee having carefully considered the question, recommended the Council to keep the inspection in its own hands. The tender of J. Kidd for the erection of stables and implement sheds on Clarence road for £83 los had been accepted. The report was adopted. Tho financial statement showed that uncollected rates amounted to £1160 3s 4d up till August 25th. The district fund account showed a credit balance of £322 9s 4d, less temporary loans £700 leaving a net debit of £377 10s Bd. Receipts "had been £158 9s 3d, and expenditure £265 13s.
