COMPULSORY ARBITRATION.. (Received September Ist, p.m.) '" LONDON, September 1. Tho International Transport Workers' Congress discussed the question of compulsory arbitration, and speakers frequently quoted Australian, experience. Mr Havelock Wilson said that in Australia tho unions had fared well, without exception, whero they had had smart men to put tho case properly. Mr Ben Tillctt said he was opposed to compulsion on principle, but he favoured ite provisional adoption in order to educate tho workers to fight capitalism. decision was postponed.,
