FORTY THOUSAND TROOPS WILL PARTICIPATE. (By Cable.—Press Association.—Copyright.) LONDON, August 30. Forty thousand troops will participate in the Army manoeuvres in September. Colonel Hughes, Canadian Minister of Defence, with a large party of Canadian officers, will attend, and will bo granted special facilities to obtain experience.
