SAFETY OF THE EMPIRE.
STRONG FOREIGN GARRISONS NECESSARY. ("Times"-Sy_ney "Sun" Special Cable—By Electric Telegraph.—Copyright.) LONDON, August 29. The Duko of Bedford, in a letter to "The Times," points out that Army reforms have resulted in an increased expenditure of £223,000, while the estabiishment has been reduced by 145,000, and the number of men serving by 106,000. Ho adds:—"Tho safety of tlio Empire absolutely depends on keeping our foreign garrisons up to their full establishment. By our own unaided strength wo must stand or fall. Wo cannot expect support from tho Navy, because naval strategy confines tho wholo Fleet to the North Sea."
