Mr Carnegie, in unveiling Sir Randall Cromer's bust in the hall of the Palaco of Peace, said: —"If tho Kaiser summoned a Council of Nations, universal peace would bo assuted. A small spark often creates a flame, and tho Kaiser holds tho torch."
