MONTENEGRO'S DECISION.
CABINET RESIGNS AS A PROTEST.

It is believed that tho decision of tho Council of War was carried by two votes. Parliament has been summoned for Thursday to ratify the decision.
The Cabinet has resigned owing to opposiiion to the Council of War's decision.
