DETENTION OF NON-COMBATANTS.
IRRITATION IN AUSTRIA. (Received March 23rd, 5J5 p.m.) ~...., ~ VIENNA, March 22. The newspapers are irritated at Montenegro's reply which refuses to allow non-combatants to leave Scutari, though it promises that fire in future will be directed at the fortifications. They demand that Austria send an ' ultimatum.
