THE PRIME MINISTER AT DARGAVILLE.

DARGAVILLE, January 14. Mr Massey had an enthusiastic reception on his arrival last night, and was subsequently entertained at a public social gathering.

In his speech the Prime Minister said that the difficulties wero ' rapidly disappearing so far as local finance was concerned, but a difficulty still existed in regard to loan money, which was not controlled by local conditions. He quoted figures to show that the revenue Lor the quarter ended December 31st had increased by _155.092, and the expenditure had decreased by £4981. These figures indicated buoyant revenue, toyether with economy in expenditure. _Yith the exception of loan money the Dominion was never in a more prosperous condition than to-day. Mr Massey asserted that the Government was sticking to its pledges. He particularly referred to the freehold policy, the abolition of patronage in tho public service, and an elective Upper House, which reform he honed to see carried next session, or, at any rate, before the end of the present Parliament.
