PRELIM IN Alt V OPERATIONS

The members of the Public Service aro taking great interest in the preliminary operations of tho Public Service Commissioners. Ono of tho first acts of the Commissioners was to send circulars to tho head of each Department asking for a report on each officer under him. and the nature of the duties performed by that officer. This was viewed with considerable uneasiness by several members of tho Service. Some did not think tho head of the Department knew anything about their duties. Others suspecteel the head of having a down on them, while others again did not like the idt-a of heads being consulted so much, thinking the Commissioners might well ask what wero their opinions about tho head as well as the opinion of the head about them. Now, however, the Commissioners have sent the circular to every officer asking for a statement of the nature of his duties, space being left for him to quote any other remarks which may givo the officer the opportunity of saying whatever he pleases. This rc*v>rt is to be sent to the Commissioners direct. Tho officers generally consider this a goexl move, providing it be kept confidential.
