(Received January 13th, 11.25 p.m.) CONSTANTINOPLE, January 13. Rtfinforcements from Heraklia and Ismid have been sent, to Tchataldcha, whore there are between 150,000 to" I*oo,ooo troops concentrated. Tho Cab.net will shortly summon the Grand Council to decide tho question of peace or war.
