Buriat Dorjieff has arrived at Urga from Lhassa ,and announced Tibet's declaration of independence and tho Dalai Lama's accession. Ho seeks a treaty between Tibet and Mongolia, also ail agreement placing Tibet under Russia's and Britain's protection. Ho offers Riueia and Britain freedom of trado with tho right to exploit Tibet's natural resources and to construct raildays and telegraphs.
