4 MOVEMENT AGAINST RUSSIA. United Press Association—By Electric Telegraph— Copyright. ST. PETERSBURG, December 22. Advices from Mukden state that Chinese merchants have received from the Peking Chamber of Commerce a circular urging them to contributo to a war fund against Russia. Other telegrams indicate that the agitation is serious. British and Russian firms ask for reinforcements of the railway guard.
