The prospects of peace in the Balkans are said to havo improved, but tho action of the Turks in making excuses at tho Peaco Conference is causing resentment in Servia. (Pago 9.) Tho City Council last night gave authority for the preliminary steps in connection with tho proposal to raise a loan of £120,000 for the Lake Coleridge electrical scheme. (Page 10.) Tho Tramway Board yesterday decided to make alterations regarding the issue and price, of concession tickets. (Page 5.) The Hospital Board yesterday decided to make temporary arrangements for the carrying on of dental work. (Page 3.) In an interview yesterday Mr J. L. Scott again discussed tho Lake Coleridge scheme, replying to tho Mayor's contentions. (Page 10.) A proposal for tho establishment of classes in architecture was before the Canterbury College Board of Governors yesterday, the matter being brought up in a letter from Mr S. Hurst Seager. (Paso 2.) The formation of a Cabinet in Japan is attended with some difficulty. (Page 9.) An interesting report on the Australian butter trado has been tabled in the Federal House. (Page 9.) Mention of industrial matters is made on page H. A feeling against Russia is growing in China. (Pago 9.) British political items are on page 9. Lord Roberts replies to the critics of tho National Servico League. (Page 9.) Tho question of arbitration on the Panama Canal dispute is referred to on page 9. The Medical Association have rejected the Government's revised terms for servico under tho Insurance Act. (Pago 9.) Tho work of tho Post and Telegraph Department in coping with the Christmas traffic is described on pago 10.
