(Received November 28th, 9.50 p.m.) LONDON, November 28. Mr Aehmead Bartlett reports from Constantinople that on Monday ho rode the whole length of tho Turkish position. Tho infantry behind the forts were drilling—in open order, and exercises were being carried out in close order formations. Bayonet charges and rifle practice were also being indulged in. The spectacle of tho whole army learning to shoot within a few miles of the enemy is unique in war. Tho cold spell has diminished the cholera, though there are hundreds of victims daily. Mr Bartlett states that it is calculated that seventeen thousand have died from cholera, and only eight per cent, of those attacked have been savod.

TURKISH REFUGEES.

(Received November 28th, 10.50 T>.m.) SOFIA, November 23. It is reported that 300,000 refugees are encamped in caravans outside Constantinople. The flight of the Turkish population en masse from the country districts has greatly simplified the protection of tho Bulgarian communications.

RECRUITS CALLED OUT.
